The infrastructure investment project for the new Administrative–Political Center and Convention–Performance Center of Hai Phong City covers an area of 324 hectares. It is located across the communes of Tan Duong, Duong Quan, and Hoa Dong in Thuy Nguyen District, adjacent to the 1,100-hectare VSIP urban area. Hai Phong aims to develop this site into a dynamic and prosperous mega-urban area in the northern region, helping to ease the burden on the existing urban core. The project will feature synchronized and modern systems for transportation, water supply and drainage, energy, urban lighting, telecommunications, and environmental management.
